Protected workflows require authority.
Customer and operator applications establish identity and authority before protected workflows are exposed. Public, customer, and internal surfaces remain separate.

Customer data access is scoped to the organization and facility context. Cross-organization access is not treated as an ambient default.
Sensitive intake is handled separately.
Recovery can involve sensitive invoice evidence. Qualification, access, retention, and handling terms are established before intake.
